Norway unveiled plans on Wednesday for a major expansion in offshore wind energy by 2040, aiming to turn a country that has built its wealth on oil and gas into an exporter of renewable electricity.

The centre-left government, which has come under criticism from environmentalists for continuing to support the oil and gas industry, has set a goal of developing 30 gigawatts (GW) of offshore wind capacity by 2040.

Danish energy firm Orsted and TSMC, a Taiwan-headquartered semiconductor company which supplies businesses such as Apple, have signed a deal described as “the world’s largest renewables corporate power purchase agreement.” Announced Wednesday, the 20-year deal will see TSMC – also known as Taiwan Semiconductor Manufacturing Company – purchase all the energy produced by Orsted’s yet-to-be-built 920-megawatt offshore wind farm off Taiwan.

The fixed price contract will come into force when commercial operations at the facility begin.

France plans to double its renewable energy capacity with a system of regular tenders under a draft 10-year energy strategy plan published on Friday.

The so-called PPE plan, which lays out capacity targets for various energy sectors over the 2019-2023 and 2024-28 periods, also confirmed that four to six nuclear reactors – including two in Fessenheim – will be closed by 2028, as announced late last year.

France aims to boost electrical renewable energy capacity – including hydropower – from 48.6 gigawatt (GW) end 2017 to 74 GW in 2023 and 113 GW in 2028, mainly by boosting wind and solar.

Wind and solar power have gotten so cheap that other forms of renewable energy have been relegated to science labs and the dustbins of history.

As wind turbines and solar farms sprout around the world, investments in other technologies that produce power — from waves, geothermal steam pockets, rivers, biomass and more — have dropped off a cliff. Even those gleaming mirrors in the desert that focus sunshine onto thermal generators can’t compete on price with photovoltaic panels, and they probably never will.
