Europe experienced a summer of extremes with severe heatwaves in the Mediterranean and floods in central Europe. Meanwhile, global concentrations of carbon dioxide and – very substantially – methane continued to increase.</strong></p>

<p>Today, the Copernicus Climate Change Service (C3S), implemented by the European Centre for <strong>Medium-Range Weather Forecasts (ECMWF)</strong> on behalf of the European Commission with funding from the <strong>European Union</strong>, releases new data showing that the last seven years globally were the seven warmest on record by a clear margin.</p>

<p>“My top <strong>recommendation, honestly</strong>, would be just add a <strong>carbon tax</strong>,” Musk told<strong> Joe Rogan on The Joe Rogan Experience</strong> podcast on Thursday. “The economy works great. <strong>Prices</strong> and <strong>money</strong> are just information. &#8230; If the <strong>price</strong> is wrong, the<strong> economy</strong> doesn’t do the right thing.”</p>
<p><strong>Currently</strong>, there is no direct monetary consequence for <strong>businesses</strong> and <strong>industries</strong> whose production releases <strong>greenhouse gasses</strong> into the <strong>atmosphere</strong>; in other words, it is <strong>free to create green house gasses</strong>, the most common and <strong>pervasive</strong> of which is <strong>carbon dioxide</strong>.</p>

Instead, with Brexit delayed and in doubt, the summit will be marked by a fierce debate over the EU’s ambition on fighting climate change. And the “b-word” has been banned.</p>
<p>Eight of the 28 EU countries have circulated a paper to national capitals ahead of the summit, leaked to the press, demanding that the bloc commit to phasing out carbon emissions by 2050 and dedicating 25% of the EU’s next long-term budget to projects fighting climate change.</p>

Wind and solar power provided 6 per cent of the world’s electricity in 2017, according to the International Energy Agency. By 2040, they are projected to provide 21 per cent in the IEA’s New Policies Scenario, which reflects governments’ announced policies and targets. In the Sustainable Development Scenario, showing a system on track to provide universal energy access while limiting the threat from climate change, they provide 38 per cent.</p>

<p>Total coal mining capacity in the country was at 3.53 billion tonnes per year by the end of 2018, according to a statement from the National Energy Administration (NEA). That compares to 3.34 billion tonnes at the end of 2017.</p>
<p>However, the total amount of coal mines in China declined to 3,373 in 2018 from 3,907 in 2017, the NEA said in the statement, as Beijing has been phasing out small and ineffective coal mines in eastern regions and expanding capacity in the west</p>
<p>The increasing coal capacity has stirred concerns it will undermine efforts to cut the share of coal in total energy use, and that China will be unable to keep its commitment of capping climate-warming carbon emissions by around 2030.</p>

An analysis run by Cambridge Econometrics and EU agency Eurofound’s European jobs monitor calculated that the EU28 GDP would be 1.1 per cent higher by 2030 in case of the Paris Climate agreement was implemented compared to the baseline scenario.</p>
<p>The number of jobs would be boosted by 0.5 per cent over the same period.</p>
