forward green recovery plans, governments of many lower income countries are more concerned about short-term issues such as employment and livelihoods. As an upper-middle-income country, China might be expected to build on its recent successes and accelerate the pace of its low-carbon energy

As governments spend massively to revive economies, a huge battle has emerged around whether the economic recovery should also achieve other goals, particularly cutting the emissions that cause climate change. Cement is the source of about 8% of the world’s carbon dioxide (CO2) emissions, according to think tank Chatham House.
