The German government has stated that it will pass emergency laws to reopen coal plants that are not used for electricity generation, and will auction gas supplies to industry to encourage businesses to reduce consumption. This shows the depth of concern about possible gas shortages in Berlin during the winter months, while Russia has reduced the capacity of the main gas export pipeline to Germany by 60%.

There has been significant debate about how best to structure incentives and regulations around customer-sited solar – and more recently solar-plus-storage – and the considerations are complex. Policy makers must aim to stimulate development that realizes the benefits of these technologies, while avoiding the potential adverse effects of large-scale uncoordinated development.

There have been limited studies at a global level to examine the impact of different policies on the economics, and therefore the uptake, of customer-sited solar (at first without, and later with storage).

In UNECE’s newly released technology summary report, it was pointed out that nuclear energy can help meet the requirements of the Paris Agreement and the 2030 Sustainable Development Goals. Nuclear could be seen as part of a broader spectrum alongside the use of other sustainable low-carbon or zero-carbon technologies to decarbonize the global energy system and energy-intensive industries.

It is estimated that the share of total electricity capacity in solar energy will be 51% by 2030 in the top 10 solar energy markets of Asia Pacific.

Expressing that market barriers have been overcome with new policies in the region, Xin Zhang noted that the share of solar energy in Asia Pacific’s energy production will increase from 4% in 2020 to 10% in 2030.
